To put it simply a metaphor is a comparison between two objects or ideas conveyed by using one Word instead of another. Also, metaphors usually contain the Words "like" or "as".

"When the sun is perched at its highest peak" is not a metaphor as it is not compared to anything. This could be altered to:

"When the sun is perched at its highest peak like a ....."

This would then cause the sentence to be a metaphor.
