How do you attract Raikou in Pokemon Crystal?

However, there are certain things you can do to make sure Raikou does not flee to the other side of Johto when you approach it. Firstly, resist using Fly. If you know Raikou's location, Flying to it will result in the Pokemon fleeing very far instead of the usual Route right next to it. If you do not know its location, the Pokemon will still flee far away from you, even if you Fly nowhere near it.

You should also try not to enter and exit buildings as both of these actions cause Raikou to change the route it is on. Since you cannot encounter the legendary Pokemon inside a building, it may pass by you without you being able to encounter it.

Moves such as Sweet Scent do not tend to attract Raikou more than any other Pokemon. The best solution to encountering Raikou would be to track it carefully and approach it in the Route it is likely to travel to next.
