You need to establish a 'naughty step' where he must go and sit (and be safe) and while he is there you must separate yourself from him (sort of ignore him). When he understands that when he is naughty he is not going to get a reaction out of you and must stay in a boring place, he should improve.
The punishment must fit the " crime" as well as the child. Every child is different and the same discipline that works with one just may not work for the other.
