It depends whether or not you are showing the other signs of puberty. even if they are it doesn't really matter, what you need to do it just wank and get properly aroused, when i was your age i had the same problem, i know how you feel, i felt like a proper freak but what you need to do is just watch porn, masturbate, you need to carry on until things start to feel different and then carry on some more, you'll know if your about to ejaculate.
