George W. Bush sought and received congressional approval to send troops to both Afghanistan and Iraq. For Iraq, he sought a separate AUMF, which Congress passed in October 2002, allowing military action against Saddam Hussein's regime. These approvals provided the legal basis for the military interventions in both countries.
