What is the definition of a Heavy Civil Contractor?

A heavy civil contractor is typically a contractor who specializes in highway, roadway and sitework projects including : moving dirt, placing asphalt and concrete, installing underground pipelines. Compared to a structural contractor who constructs buildings, homes, bridges, overhead structures, etc... However this is not to say that either of these two types of contractors will not perform both types of work.
