Why do the police send away the homeless people?

Unless they are breaking the law, the police usually ignore them, unless they are aggressively panhandling or being public nuisances or become disorderly in public. Often the police are ordered by the elected politicians to "crack down" on "the homeless" because of citizens complaints. Believe me, it is NOT one of law enforcement's favorite jobs! Because they know that if their actions are questioned by the media or others, their political overseers will disavow any knowledge of ever giving such orders. Believe me when I say that the police have MUCH better things to do than mess with the homeless problem, THEY can't solve it either.
