The rights of the government is solely limited by the power that the people grant to them. For the United States, their rights are highlighted in the Constitution and to serve the people by forming a more perfect union, providing for the common defense, insuring domestic tranquility, and establishing justice in a legal manner. It varies from country to country, depending on their value system. So if the United States was to regulate health care, regulate education, and all social services, it would not have the right to do so because our value system is a democracy where our government does not possess the power to do so. The rights of government are also moderated through checks-and-balances to prevent excessive growth.
