if it is a SRT4 yes if not sxt with slight mods might other then that no it would not i own a 2003 Dodge neon srt-4 with mods so it would be a cakewalk but for neon sxt possibly depends on drivers also , just buy a srt4 and youll walk a line around him its only like 4-7000$ more and you get much more bang for your buck and very reliable even with big turbo kits mine has 55k miles had 42r turbo kit and has had it since 22k miles and is running very strong still pulls like a horse when i get traction lol buy a srt4 there badass
