Who creates laws in Russia?

In Russia, laws are created by the Federal Assembly, which consists of two chambers: the State Duma and the Federation Council. The State Duma initiates and debates legislation, while the Federation Council reviews and approves it. Once both chambers agree on a bill, it is sent to the President for approval or veto.
