Is it ever ok to be dishonest or corrupt?

Not really. It is very rarely okay to be. The case where it would probably be fine to be dishonest is in the case of defending someone or your country. For example if you were a soldier who has been captured, you would be dishonest with your captors to defend your homeland. But other than that, not really.
