What is the significance of blue bills in a debut party?

In the Philippine tradition, the 18 blue bills is composed of the debutante's grandmother, grandfather, aunts, uncles, godfather and godmother. Each has to pin a P1,000.00 peso value of money to the debutante's dress/gown while she is dancing with her escort.
