Your brake lights are not working in a 1992 Toyota celica and the fuses globes and brake pedal switch are fine what else can it be?

Brake bulbs. You might need to replace them. It just happened to mine and it was tricky to do it. To take the brake lights you need to pull them from the sides, there is a small piece that would come out easily and then you can just take the screws out.
