What percentage of people have been arrested?

The U.S. Department of Justice, Criminal Offenders Statistics in 2001 says, an

estimated 1 of every 15 persons will serve time in a prison during their lifetime.

In 2005, the U.S. had the highest incarceration rate in the world. 25% of all persons incarcerated in the world were in the U.S. Out of 100,000 people in the U.S., 724 are incarcerated. (Cultural Anthropology, 12th edition. Ch 2, Pg 40)

In 2008, 4,637.7 out of 100,000 people were incarcerated.

The number of women incarcerated has increased at almost twice the rate for men. (Sabol and Couture 2008)
