Who is not a consumer?

A person who does not purchase goods or services for personal use is not considered a consumer. This can include individuals who primarily engage in production or provide services without acquiring products for themselves. Additionally, businesses that buy raw materials for manufacturing rather than for final consumption also do not fall under the consumer category.
