If an in-ground swimming pool is empty and has popped out of the ground almost a foot how can you avoid it from popping out completely if it is still raining heavily?

Most likely with an extreme amount of money and labor. Removing th epool completely and starting over are the most practical. You will never be able to level and secure the pool completely or to original specs. The pool should not have popped unless it was empty or nearly empty. Not a task that is easily undertaken even by those who build pools.
