Where do you find the open hard locks in oblivion?

If you meen the spell. I got the unlock hard locks spell from the arcane university. Its a bloke who just stands in the first room of the university. Go t buy spells and buy it of him.

When I got it i didn't have enogh magika. Be warned, you have to have a high inteligence. Not very good if you drink skooma. (it lowers your inteligence.)
