Can a football team sell a player that doesn't want to be sold?

Technically, No... because the player is well within his right to remain at the club and play out his contract, but usually, if a player is not any part of the Manager's plans, they will get sent out on loan until their contract expires... i.e. Aiaksandr Hleb at Barcelona.
