In Texas can I move out of my house without emancipation or parental consent in Texas at the age of 17?

The short answer is no. BUT In, Texas you can be prosecuted as an adult at 17. You cannot get your own apartment in your name. When you are 18, you are free to whatever. But please remember that when you are 17 your parents still are your legal guardian .. so if you have a bank account etc. with your parents they have legal access and technically have legal rights to any money you make until you are 18.
