A scientific problem is a problem that usually need to be figured out by expirimenting scientifically.

A hypothesis is a possible explanation for a set of observations or answer to a scientific question. The hypothesis is usually made on what the expiriment will turn out to be... or what you think will happen. Both involve thinking about what will happen after an expirement.
