AnswerIt depends on the car. Older cars, with a distributor and rotor, are easily disabled by lifting the distributor cap and removing the rotor. It's an easy and quick way to disable a vehicle. On some of the newer vehicles there are no distributors so you'll have to disable the vehicle by some other means. Again, depending on the vehicle, find the coil input wire and disconnect it, unplug the Ignition Control Module or if you feel like getting a little dirty, climb under the vehicle and unplug the fuel pump. Many of the newer cars have a fuse panel under the hood that controls things like the fuel pump and the ignition. Usually those are larger fuses. Deliberately blow one of them by connecting it across the battery then put it back. That way the drunk driver will not be able to tell that it was deliberately disabled and it will get going again with a cheap fuse.

But any of these are only a temporary solution that is likely to get you into trouble with the drunk driver when he/she figures out that the car was sabotaged. If you want to make a difference LONG TERM, contact the local police and turn in the drunk driver next time he/she drives while impaired. If you have a cell phone, follow him/her or have a friend drive while you give police a description of the vehicle and explain where he is.
