Not if there is a fire that you are trying to extinguish with it.

Otherwise, it would likely be a vandalism or "malicious mischief" crime, not to mention possibly putting lives and property at risk of a real fire. If they do not have a working fire extinguisher because of your illegal actions, you would be held liable for anything bad that happens to them.
