What does it mean when a guy says that he doesn't like you but he stares at you a lot?

If a guy says he doesn't like you but stares at you a lot, he either secretly likes you and doesn't want to admit it or he thinks you're weird. I have gone through both personally But if it's because your weird don't get mad, and ask him why he thinks you're weird. If he doesn't answer ten just leave it alone.

No, he likes you but wants it kept a secret, I'm having it right now with this boy, and he looks at me because he thinks I am a freak, and I don't think he looks at me because of that, he would of said to me if he hated me like to my face, he never did that and still now he is looking at me now, and he's very shy as well.
