I believe that there is some greater power. There is bound to be a God, whether it is one God, a God and Goddess, or a different God of another belief. I believe that they have power.

Apart from God, since you asked about humans, if by "power", you mean, "energy", then yes, I (and all Wiccans) believe that all humans are born with energy, also called magick.
