Both Constitutional Assembly and Constitutional Convention are modes towards achieving charter change. Any mode would suffice as long as it would lead to Charter change. The difference between them is that the con-con delegates are elected while in con-ass, members of Congress propose the amendments. Cebu City Rep. Antonio Cuenco noted that the difference between Con-ass and Con-con was that the latter was easier to undertake considering that the Senate was in favor of this mode. A key difference in the Con-ass and Con-con proposals is the timing. Kampi (now called PArtidong LAkas at KAmpi or PALAKA) wants Con-ass formed before 2010 (which will precede the "No-El" 2010), while Con-con advocates led by Sen. Mar Roxas have proposed that the delegates to Con-con be voted during the 2010 elections.
