Why did the United States attack Philippines?

On April 25, 1898, the united states declared war on Spain and the secretary of the Navy, Theodore Roosevelt, ordered Dewey attack the Spanish fleet in the Philippines. The battle of Manila Bay was the first hostile engagement in the Spanish-American war.
