How do you evaluate ways in which concerns about poor practice can be reported whilst ensuring that whistle blowers and those whose practice or behaviour is being questioned are protected?

First I think you need to consider what it would be like to report a collegue. Are you good friends, can you brush their behaviour of as something else??

What are the risks? Could you loose your job?

Think about the person being accused, innocent until proven guilty etc..

Is it being investigated properly?
