This phrase applies mainly to community card Poker games such as Hold'em and Omaha. You have "crippled the deck" when you flop a very strong hand, but it is very unlikely that your opponents got any piece of it. For example, in Hold'em, if you have a jack and a four with a flop of JJ4, the deck is crippled. Great hand, but difficult to get paid off!
