What is a jail broken cell phone?

A jail broken cellphone, to my knowledge is a cell phone that's exclusive to one provider (like the iphone being exclusive to at&t) being modified to have another service provider that wasn't part of its original programming. Like someone modifying an iphone to work on a company like metropcs.
