Why is latency a problem in surveillance video?

Latency is the delay between when something happens and when it appears on the video screen, occurring at higher rates with digital systems than analog. It is a problem because if you need to react quickly to an event that is happening, you will lose time waiting for the video signal and may miss the chance to act.
