What is Lugia's Dungeon in Pokemon Mystery Dungeon Explorers of Darkness?

You can get Lugia on the 18th floor of Surrounded Sea. However, you'll need the secret slab or mystery part, obtainable through wonder mail codes. The golden mask is also recommended, because it ups chances of recruitment.
