If everyone checks after the ante can you then draw cards or is hand over?

Most modern Poker games, as played in a casino or online, have some kind of forced bet beyond the ante, either the blind or bring-in, depending on the game. Those games mean that a player either cannot check, they either have to put money in or fold. There is then one player with a forced bet who can check.

In either case, regardless of what happens the round always proceeds unless all but one player has folded.
