Why is it that the New York Times puts movie titles in quotes?

Movie titles are put in quotes to differentiate them from the rest of the articles, headlines etc., just as are poetry and song titles. In citations, movie titles are underlined in accordance with formal rules, but newspapers use style rules that they prefer rather than the more formal formats of academia.
