Best help to give child who strugglers some letters in writing at 9 years old?

Is this a normal child you are dealing with, or one with a disability? It is possible that this child might have Dislexia. My cousin had this disease and it is basically where children mix up different letters. THey turn them backwards and it is hard for them to write and read.
