Why do you think people in different communities around the world have different rules and laws?

This question bears directly on the concepts of Community and Customs. These conditions tend to have a positive feedbackcomponent in their operation. They tend to self-stability.

It takes a crisis to change the order. e.g. Germany had to be defeated in order to root out the horrible policies into which it had drifted.

Without Chernobyl, perhaps the USSR would have continued to believe that their ideas were perfect.

I am fortunate to live in a country free to adopt whatever beliefs I may, and free to defend them. Others are not so fortunate. Even in say Newton's day, if you did not start your publication with lots of Praise for the Deity, your offerings would be attacked.

I am grateful for the scientific revolution, where we are free to consider say String Theory, and free to abandon it if it proves deficient.
