How long does it take to an ice box to get cold if its been in storage for a year?

I am going to guess you mean a freezer or Refrigerator as an Ice box will be as cold as the ice you put in it.

Two hours should have a house fridge or freezer down to temperature.

An RV fridge could take 8 hours according to the manufacturer.
