Sort of.

The F-22 Raptor can perform a control stall that closely resembles a hover in the vertical or "straight up" position. Search results for "F-22 hover" reveal a number of videos of F-22 Demo Team pilots using thrust vectoring to slow, stall, and hold the aircraft in the vertical climb position for extended periods (seconds - perhaps minutes, given fuel considerations).

The Raptor combines computer-based control systems with thrust vectoring nozzles at the rear of its twin afterburning Pratt & Whitney F119-PW-100 turbofans to achieve maneuverability that would be impossible for other aircraft. This gives it a significant combat advantage.
