What is cpt code 99284?

99281 - 99285 are all Emergency Department codes. The higher the CPT Code the higher the complexity or medical skill required to perform the procedure, generally speaking.

My question is What is the appropriate code for Surgical Placement of a Suprapubic Catheter in the Emergency Department? I beleive 99284 is correct but it might also be 99283. Which is the most appropriate CPT Code to use?
