29 CFR 1910 is not a Code for Safety and it is not a law. It is the compilation of regulations issued by the Occupational Safety and Health Administration that apply to General Industry.
Regulations issued by an administrative agency of the Federal Government, are issued in compliance with a previously passed law and have a force of law, but less so than actual laws passed by Congress and signed by the President. Nevertheless, regulations tend to be more specific than Laws, explaining in greater detail how the general requirements of a law are to be implemented.
