Not at all. Humankind naturally balks at others giving them commands and orders that are enforced by the might of Law and Order institutions. That's why we have revolutions now and then.
The American revolution of 1776 was a revolt of the colonialists against the might of King George III imposing his will on them without representation. The Russian revolution of 1917 was a revolt against the might of the Tsar imposing his will on the people. The people of Myanmar are currently revolting against the might of their army that has over thrown a legal election with a coup.
The key to social harmony and peace is not might, it's consensus. When society concurs with the institutions that enforce the law and order, there will be peace and harmony...to a certain extent. There are always nay-sayers who will complain no matter what the social condition might be. That's also human nature unfortunately.
