With a blue plastic tarp on the concrete, topped then with 1" sand and/or a thick-ish carpet remnant, yes. Be sure the surface is flat and that you don't interfere with any swail of the concrete/water drainage. Also, be sure to enforce the safety rules- no head-first jumping or diving in the pool!
