What would cause your car to make a twisting metal sound shake and smoke by the belt?

The belt is dragging over something. Most commonly the tensier pulley bearing is bad. Remove the belt, then check the pulleys on every single place the belts touches. One of them is either frozen and not turning, or is loose and floppy.
