Why do some girls get upset with you for staring at other girl's feet?

If a guy is staring at your feet it probably means he likes you and that he's too shy to look you in the face and stuff like that. If he's not normally a shy boy, well.....idk, ur on ur own there. sorry. Someone told me once that you tell a lot about a person by the condition of their shoes. How true that Is I couldn't tell you?
