Why does 2000 Ford E-series van Blower not work on high speed Runs on lower settings Since high speed fan would not travel through a resistor in the motor resistor block I wonder what else is wrong?

Check the connections on the E-series vans blower resister. The resister and wiring have a bypass to send full voltage to the blower motor. a loose connection here will cause the motor to not run on high.
