In October 2006 The Port Security Bill passed through the House, with a small admendment included in the final hours called the UIGEA (Unlawful internet Gambling Enforcement Act). Ironically, there isn't an internet gambling law to enforce, but regardless the UIGEA was designed to put the responsibility on the banks and the processors to block an internet gambling transactions. The banks have vehemently opposed this as they have insisted that its nearly impossible to block all internet gambling transactions and they should be responsible for enforcing it.

The UIGEA is supposed to go into effect in June 2010, and in the spring of 2010 the banks have cracked down on the processors that process credit card transactions making it much more difficult to get money into your Costa Rica sportsbook. However, there are many of these books still operational and the best approach is to contact them directly via phone as they'll be able to help you though the deposit process.
