What does that mean if a guy still turns around and stares even though you ignored him all the time?

It means he didn't get the message, that you don't like him. Maybe you should try being more upfront with him...If you want him to leave you alone. You should tell him something like...excuse me (whatever his name is) please stop bothering and annoying me. Im positive that way he will get the message.
