What do they mean when they say the snow base at a ski resort is a certain amount of inches?

It is a mostly arbitrary number, usually between 25 and 50, meant to imply that there is a lot of snow, usually much more than there actually is. For example, a base of 48" can mean visible grass and rocks. A base of 12" means it is July.
