Did Vladimir Putin really steal the Super Bowl ring of Patriots owner Robert Kraft?

According to NY Times columnist David Brooks in a talk he gave to the Commonwealth Club of San Francisco in January 2011, Putin asked Kraft if he could see the ring, and Putin put it in his pocket and pretended not to hear Kraft when he asked for his ring back. Kraft tried to get the State Department to help him get his ring back. The State Department eventually told Kraft that the ring was officially a gift.
