What does it mean when someone says you ride the short bus?

Generally, this statement is an insult to a person's mental stability because usually in a school there are fewer mentally challenged children than regular kids so they are put on a short bus because there are less of them and short buses are more accomodating to those children because they are equipped with seat belts and wheelchair access.
