It depends what kind of sensor and how it is wired.
Usually the "sensor ground" refers to the ground source at the sensor's plug. Usually that leads back to the ECM. Sometimes it's the threads where the sensor screws into the vehicle.
If a wire brakes or corrosion builds up between parts the resistance can change, thus why measurements are taken from sensor ground.
